On 21 September 2026, the Court of Appeal handed down a landmark judgment in CACV 190 & 191 / 2025 concerning the validity of direct payments made by the Employer to Nominated Sub-Contractors.

The Construction Industry Security of Payment Ordinance (Cap. 652) will take full effect in less than two months on 28 August 2025. To facilitate its implementation, the Government has gazetted the relevant Rules on 11 July 2025, which have been tabled for negative vetting at the Legislative Council on 16 July 2025 and is expected to come into effect on 5 September 2025.
